Should West Virginia allow mountain top removal for coal mining?

I think that West Virginia should allow mountain top removal for coal mining. First of all, it's much safer than having coal miners actually going down into the earth. After the Sego mine disaster that occured a few years back, and the recent mine disaster we just had, I think it would be a good idea for change. Also, there are a few disadvantages of mountain top removal such as the fact that mountain top removal generates huge amounts of waste. While the solid waste becomes valley fills, liquid waste is stored in massive, dangerous coal slurry impoundments, often built in the headwaters of a watershed. Although it may seem that surface mining is more of a negative idea, I believe that after all the mine disasters we've had in West Virginia it should at least be considered.
